Are lawyers exempt from lobbying laws?
The state Supreme Court regulates all lawyers in Pennsylvania. It sets rules for lawyers’ licensure, for
ethical conduct, for disciplinary enforcement and for all other aspects of legal practice.
Under Rule 1.6 of the Rules of Professional Conduct, lawyers are required to treat information they receive
from clients as confidential with certain exceptions. One exception relates to lobbying. Lawyers who act as
lobbyists do not violate the confidentiality rule when state or local law requires disclosure of their clients
and their lobbying activities.
The Supreme Court approved the exception to the confidentiality rule by adopting Rule 1.19 in 2003.
Lawyers must comply with statutes, ordinances, resolutions or government regulations that require
lobbying disclosures
