Tamara Siegert began working with Individuals with ID/A in 1999 as a Direct Support 
Morgan Bathgate is a college student at Messiah University studying Psychology. She 
graduated in 2020 from Mechanicsburg Area Senior High where she also played water 
Professional, then as a Supports Coordinator, and eventually as a resource coordinator for 
polo, swam competitively, played violin, maintained a 4.0 GPA and took six Advanced 
the Allegheny County Office of Developmental Supports.  After leaving to attend law school, 
Placement (AP) classes.
Tamara had the opportunity to represent clients in Veterans Court, where she developed a 
passion for truly rehabilitative and restorative justice.  While practicing privately for a few years 
She was diagnosed with Autism when she was 3 years old. Morgan likes to remind people 
in a human services related field, Tamara also completed an LL.M. in Health Law and Policy.  
that she may think differently, learn differently and at times struggle to focus—but she 
embraces her extraordinary abilities. She is different—but not less.
In 2019, Tamara returned to ODS as the Legal Liaison, a position she and ODS leadership 
developed in direct response to the growing needs of individuals with ID/A who encounter the
