President Judge Stephen Minor received his B.A. from Mansfield University in 1982 and his
J.D. from ORU Law School, Tulsa Oklahoma, in 1986.
In 2009, Judge Minor was elected president judge of the Court of Common Pleas of
Potter County. He previously served in McKean County as a Juvenile Master and Custody
Mediator. Prior to his judicial service, he practiced law for 23 years, first as an associate
attorney with Binotto and Johnson from 1986 – 1991 and then with his own legal practice
from 1991 – 2009.
Judge Minor is the chairman of the Potter County Criminal Justice Advisory Board and has
served as chairman of the Juvenile Section of the Pennsylvania Conference of Trial Judges.
In 2017, he was also appointed to the Continuing Judicial Education Board and the Juvenile
Court Judge’s Commission.
