EMERGENCY ADMINISTRATIVE ORDER 

AND  NOW,  this  21st  day  of  May,  2020,  pursuant  to  this  Court’s 

Declaration  of  Judicial  Emergency  dated  March  16,  2020  effective  through  and 

including May 31, 2020, and in accordance with the Administrative Orders issued 

by the Pennsylvania Supreme Court on March 18, 2020, at Nos. 531 and 532 J.A.D. 

(“Supreme  Court  Order”)  that  generally  closed  to  the  public  all  court  facilities 

throughout the Commonwealth through at least May 1, 2020 and Order dated April 

28,  2020  generally  opening    Pennsylvania  courts  unless  otherwise  provided  by  a 

local emergency order and; this Court’s Administrative Order dated March 17, 2020, 

at No. 65 A.D. (“Monroe Administrative Order”) and subsequent Orders, that limit 

access to judicial facilities in the 43rd Judicial District and Court proceedings through 

May 31st and; after consideration of the recommendations and guidelines issued by 

the CDC, the Pennsylvania Department of Health, and numerous local and regional 

medical  experts  consulted  by  this  Court  and;  in  keeping  with  the  spirit  of  the 

Governor’s  and  Secretary  of  Health’s  Orders;  in  furtherance  of  the  mandate  of 

Pennsylvania Rule  of Judicial Administration 1952(B)(2) that the President Judge 

“take necessary action to  provide for  the …safety of court personnel, court users 

and the public…”, and following a careful balancing of the public’s right of access to 

courts  against  health,  safety,  and  welfare  concerns  arising  from  the  COVID-19 

pandemic  that  necessitated  the  Emergency  Orders,  we  hereby  AUTHORIZE  and 

ORDER the following pursuant to Pa.R.J.A. No. 1952(B)(2): 

 

   

In  the  interest  of  the  efficient  administration  of  justice  during  this 

Declaration of Judicial Emergency and the Constitutional protection afforded to all 

criminal defendants, the TEMPORARY ASSIGNMENT OF ISSUING AUTHORITY 

– 2020 Administrative Order dated November 19, 2019, regarding assignment of 

a Magisterial District Judge of the 43rd Judicial District for emergency on-call duty, 

is hereby AMENDED to reflect the following changes in coverage as listed below: 

5-22-2020   8:30 a.m.   to   05-29-2020   8:30 a.m.
